Appropriations News


Roll Call 鈥 May 23, 2023
The House Appropriations Committee had planned to hold its first full committee markups Tuesday and Wednesday for four appropriations bills 鈥 Agriculture, Homeland Security, Legislative Branch and Military Construction-VA 鈥 all of which subcommittees approved last week. But Appropriations Chairwoman Kay Granger, R-Texas, announced late Monday night that the markups are on hold pending the ongoing debt limit negotiations between Speaker Kevin McCarthy, R-Calif., and President Joe Biden. Spending limits are a key piece of those negotiations, and McCarthy and Biden are expected to set topline spending figures for at least the next two years if they can reach a deal.

A discussion draft of a bill, The Fairness Accountability and Integrity in Representation of College Sports Act (FAIR College Sports Act), would establish a federal regulatory NIL body, named the U.S. Intercollegiate Athletics Commission (USIAC), that would preempt all existing and future state NIL laws, and would protect athletes' rights to earn NIL compensation and sign with agents, ban "pay-for-play", require registration, and would be and charged with overseeing NIL, including setting rules, enforcing those rules and providing guidance to athletes and collectives on the NIL process.
